New Income Tax Rules – Submission of false Aadhaar number may be fined Rs. 10,000

As it is well known that the income tax department has allowed Aadhaar card holders to use the biometric id number in lieu of the Permanent Account Number (PAN). But as per new provision of Income Tax, fine of Rs. 10,000 may be levied in case of wrong Aadhar Number. As per the latest amendments in the Finance Bill 2019, not only allowed people to use Aadhaar in lieu of PAN but also introduced a penalty for giving a false Aadhaar number. However, the new penalty rules are applicable only in cases where you are using Aadhaar in lieu of PAN and where quoting PAN is mandatory according to the income tax department rules. It is well known that although Aadhaar is issued by the Unique Identity Authority of India, yet the fine is not imposed by UIDAI but by the income tax department. Under Section 272B of the Income Tax Act, 1961, the department can impose a penalty in case of default in complying with provisions relating to PAN, i.e., failure to obtain, quote, or authenticate PAN.

The decisions of Central Working Committee Meeting held at JAIPUR on 19-20 Oct. 2013 and decisions.

The Central Working Committee Meeting was held at Jaipur (Rajasthan) as scheduled on 19th and 20th October, 2013. Following agenda items are discussed. Details of agenda items and decisions are as under: Item No. 1.  Confirmation of minutes of the CWC meeting held at Puri on 1 & 2 Feb. 2013 and Extra Ordinary CWC held at New Delhi on 27th July, 2013 at New Delhi. The draft minutes of the above two CWC meeting circulated was confirmed by the house.  The action taken report presented to the house was also approved by the house. Item No. 2. Discussion on implementation and our approach towards cadre restructuring.  

Outcomes of the Meeting on 7th Pay Commission held on 24.10.2013

    Central Government invited the National Council Standing Committee members for discussing the Terms and reference for the 7th Central Pay commission. A meeting was held under the Chairmanship of Secretary, DOP& T on 24.10.2013 at 1500 Hrs at North Block. Staff side Members, National Council JCM  Standing Committee, have attended this Meeting. On behalf of Staff side the fallowing suggestion has been given to the Central Government  Government of India should come out with their proposal on Terms and Reference and then Staff side will    give their proposal.  All anomalies pending including MACP to be settled.  One Labour leader to be included in the commission.  All pending cadre Review proposals should be delinked from 7th CPC. In its response to the above suggestion the Central Government assured that, after consulting the Ministry of Finance, the proposal of Draft will be given to all the Federations for discussion. Exit Guideline under National Pension System : Option for complete withdrawal of accumulated pension wealth by subscriber

A circular is issued by PFRDA with partial modification in Exit guidelines. It is decided to provide an option to withdraw the entire accumulated pension wealth to subscriber other than the subscriber of NPS lite - Swalamban Scheme.  Full details is as under 

7th Pay Commission News :A Meeting is convened by DOPT

The central government employees will be happy to see some progress in the announcement made by central government on setting up of 7th Pay commission. The General Secretary, NFIR –National federation of Indian railway men, informed his leaders through his letter dated 20/10/2013,   that a meeting with JCM Members has been convened under the Chairmanship of Secretary,DOP&T at 1500 hours on 24th October, 2013 in Committee Room No. 190, North Block,New Delhi.  According to the General Secretary, NFIR, the Core Issue to be discussed in the meeting will be ‘Terms and reference of 7th Pay commission.’ So it is believed that National Council JCM Members will share their views in the meeting regarding Terms and reference of 7th Pay Commission. Jammu : National Mazdoor Conference has asked Prime Minister Manmohan Singh to immediately appoint the chairman and other members of the 7th Pay Commission and hold discussions with representatives of the Centre and state government employees in this regard. Order for payment of Productivity Linked Bonus to all eligible non-gazetted Railway Employee

As the Union Cabinet approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days wages for the financial year 2012-13 for all eligible non-gazetted railway employees,  PLB equivalent to 78 days wages will be paid as a special case considering the good financial performances which is expected to motivate employees. Total amount will be 8975/-.

Cadre Restructuring of Income Tax Department: ACRs/APARs of Income Tax Officers

Directorate of Income Tax, New Delhi directed some of the CCsIT(CCA) to take up necessary exercise for updating all the deficient ACRs/APARs of Income Tax Officers till the end of F.Y. 2011-12 in their region on top priority. CBDT also send the list of such ITOs which is as under. CBDT also directed to ensure that complete ACRs/APARs or ‘No Report Certificate’ of these officers may be sent to Directorate latest by 10.10.2013.

Cadre Restructuring of Indian Railway : Approved by Ministry of Railways

Railway ministry approved upgradation of 3335 posts from Group ‘C’ to Group ‘B’. It is approved by the Ministry of Railways and the proposal has been sent for the clearance of Ministry of Finance. About 3.5 lakhs employees are expected to be benefited on account of cadre restructuring all over Indian Railways. The Cadre Restructuring Committee (CRC) meeting had taken place from 2010 and the last CRC meeting had taken place on 22 nd February, 2013. NFIR has issued a press statement regarding it. 164 DCsIT promoted as JCIT : View the list of promoted officers

164 Officers have been promoted as Joint Commissioner of Income Tax on ad-hoc basis. List of the officers are as under: The promotion shall effect from the date of joining the post of JCIT. The promoted officers are retained at the same CCIT(CCA) region. They will be considered for transfer out of the region on promotion as per the transfer guidelines at AGT 2014 in April May, 2014.
